He currently serves as an Associate Professor of Emergency Medicine at the University of Washington School of Medicine. Dr. Morris’s primary professional roles are as a practicing Emergency Medicine physician and medical educator - not as a professional expert witness.
Dr. Morris’s career remains centered on the clinical practice of Emergency Medicine and the education and supervision of medical students, residents, fellows, and other healthcare professionals.
Medical-legal work is a part-time component of Dr. Morris’s professional activities and historically has represented approximately 10% or less of his clinically related work. Dr. Morris intentionally maintains a limited caseload so that his opinions remain grounded in current clinical practice and medical education and so that he can devote appropriate attention to every case he accepts.
Case Selection
Dr. Morris approaches this work with the same professional and ethical principles that he applies to clinical and academic medicine. He accepts cases only when he is confident that he has the education, training, clinical experience, and expertise necessary to provide a meaningful and well-supported opinion.
In approximately 30% of matters referred to him, Dr. Morris determines that he is not the appropriate physician for the requested opinion. When another specialty or type of expertise would be more appropriate, he says so early in the process. Likewise, he does not accept or continue cases that, based on the available information, clearly lack sufficient medical merit to pursue.
Dr. Morris’s role is to provide an independent medical opinion, not to advocate for a predetermined conclusion. When the merits are uncertain, he generally conducts an abbreviated initial review before undertaking a more extensive and costly analysis.
Independence of Opinions
Dr. Morris works with both plaintiffs and defendants. Dr. Morris’s opinions are based on the medical records, available evidence, applicable standards of care, relevant medical literature, and Dr. Morris’s education and clinical experience - not the identity or position of the retaining party.
If the evidence does not support the position of the retaining party, Dr. Morris communicates that conclusion promptly.
Research & Professional Guidance
Complex cases frequently extend beyond Emergency Medicine. When appropriate, Dr. Morris reviews peer-reviewed medical literature, specialty-society guidelines, Joint Commission standards, regulatory requirements, and other applicable professional guidance.
Dr. Morris teaches many of these standards and is very familiar with their application. When a case involves guidelines or standards outside Emergency Medicine, Dr. Morris reviews the appropriate authoritative sources while remaining within the limits of Dr. Morris’s own expertise.
Dr. Morris generally does not bill separately for reasonable research necessary to support Dr. Morris’s opinions, including medical literature, applicable law, Joint Commission standards, or relevant specialty guidelines. This research also contributes to Dr. Morris’s continuing education and supports Dr. Morris’s clinical practice and teaching; Dr. Morris therefore does not believe that portion of professional development should be the financial responsibility of the client.
Initial Case Review & Attorney Consultation
Dr. Morris is generally happy to review a brief case summary and discuss the matter with counsel at no charge before formal engagement. This allows counsel and Dr. Morris to discuss the relevant medical issues, determine whether the matter falls within Dr. Morris's expertise, and assess whether Dr. Morris is likely to add meaningful value.
When appropriate, Dr. Morris may recommend:
- a full review;
- an abbreviated review to better assess the merits;
- evaluation by a physician from another specialty; or
- no additional medical review when the available information clearly does not support it.
The goal is to identify these issues early, before unnecessary time and expense are incurred.
Fee Philosophy
Dr. Morris’s rates reflect Dr. Morris’s clinical and academic experience, the time required for careful medical-legal analysis, and Dr. Morris’s decision to maintain a deliberately limited caseload. This allows Dr. Morris to remain selective about the cases accepted and devote appropriate attention to those undertaken.
Dr. Morris also recognizes that review costs ultimately affect attorneys, insurers, patients, and families. Dr. Morris makes an effort to use time efficiently and may adjust fees when an early review demonstrates that a matter should not proceed, particularly when those costs will be borne directly by the attorney or family.
Commitment to Clients & the Legal Process
Dr. Morris’s responsibility is to provide an independent, evidence-based medical opinion that can be defended professionally, regardless of which party retained Dr. Morris. Dr. Morris strives to provide opinions that are clinically grounded, thoroughly researched, clearly explained, and useful to counsel.
Dr. Morris’s goal is not to maximize billable hours. However, when a full review is warranted, Dr. Morris’s reviews are intentionally comprehensive and detailed. As an Emergency Medicine physician and generalist accustomed to evaluating complex presentations across multiple organ systems and specialties, the scope of Dr. Morris’s review may be broader than that of a more narrowly focused physician. Accordingly, a thorough review may require more time. Dr. Morris believes the appropriate measure is whether that time is necessary to provide a careful, well-supported, and defensible medical opinion.
